Victor Negrescu
Parlamentul European
Victor Negrescu is a Vice-President of the European Parliament and is currently serving his third term as a Member of the European Parliament. He is a member of the Committees on Budgets, Public Health, and Legal Affairs, as well as of the European Parliament’s delegations for relations with the United States, Australia, and New Zealand. In his role as Vice-President, he coordinates transparency policies, anti-corruption initiatives, relations with the Republic of Moldova, the STOA Panel, and the Parliament’s dialogue with social partners.
Since his first election in 2014, he has held several key positions, including Quaestor of the European Parliament, Vice-Chair of the Committee on Culture and Education, and the Parliament’s lead negotiator for the EU Budget 2025, securing additional funding, including for agriculture and rural areas. He leads the first Intergroup dedicated to education and skills and initiated measures such as allocating 10% of the Recovery Plans to education and the “Shaping Digital Education Policy” report, which includes actions aimed at reducing gaps between urban and rural areas.
He is the Romanian MEP with the highest number of approved pilot projects, exceeding EUR 100 million, in areas such as education, digitalisation, and healthcare, including programmes for rural schools. He was awarded “MEP of the Year” for the Digital Agenda and initiated the “Romanian Digital Day” event in Brussels. In Romania, he previously served as Minister of European Affairs and as Vice-Rector of SNSPA.

Adrian Chesnoiu is one of Romania’s most experienced specialists in agricultural policy, with a strong career in public administration and the management of European funds. A former Minister of Agriculture and Rural Development and the current Director General of AFIR, he has coordinated strategic programmes supporting investments in farms, processing capacities, and rural development.
In his parliamentary role, he has promoted legislative initiatives aimed at strengthening the competitiveness and resilience of the agri-food sector. Through solid technical expertise, a deep understanding of farmers’ needs, and a clear focus on practical solutions, Adrian Chesnoiu continues to play an active role in shaping the future direction of Romanian agriculture. His participation at Agri Trade Summit 2026 brings valuable strategic insight to discussions on agricultural markets and sectoral investment.
Sergii Kharin

Sergii Kharin is currently Country Leader for Romania and Republic of Moldova at Corteva Agriscience, driving the company’s initiatives and implementing strategies. Sergii started his professional career in the agricultural industry in 1993 and has worked for more than 25 years in a number of major agricultural companies and held senior positions.
He started his career in DuPont's crop protection business in 2010 as Marketing Manager for Eastern Europe and Central Asia, Sergii Kharin was promoted to Head of the Eastern Europe and Central Asia business unit in 2013 and became Managing Director of DuPont Ukraine in 2015. Between 2019 and 2023 he led Corteva Agriculture's business in Eastern Europe. From 2023 until 2025 he has been leading the business at Corteva Hungary as a Country Leader.
Sergii graduated from Kharkiv National Agricultural University and holds a PhD in Agricultural Sciences. He is a Green Belt certified by the International Association of Six Sigma (IASSC).
Maria Cîrjă

Maria Cîrjă is an expert in the agricultural field with over 20 years of experience, a PdD in Plant Protection and a long-term activity in the technical and marketing field, within one of the largest companies in Romania in this field: DuPont Pioneer, which became part of Corteva Agriscience™ following the September 2017 merge between Dow and DuPont.
In this position, Maria Cîrjă implements Corteva's strategy on the Romanian and Moldovan markets, being responsible for the strategic development of the business in these countries.
Maria Cîrjă started her career 26 years ago in an agricultural research institute near Bucharest, where she worked for 3 years. For 10 years she worked as Technical and Development Director within a multinational agricultural company and after that Maria joined DuPont Pioneer as Product Director. After only four years, she advanced to become Marketing Manager, when she took over the reins of Marketing within Corteva Agriscience representing a confirmation of her skills and knowledge in the agribusiness industry.

As President of LAPAR, he represents Romanian farmers’ interests and advocates for a fair legislative framework and stronger dialogue between producers and major market players.
He promotes modern farm management based on data, digitalization and economic efficiency.

Florian Ciolacu is the Executive Director of the Romanian Farmers Club. Since September 2018, he has been coordinating the activities of the Executive Unit, as well as the programmes and projects aimed at achieving the Club’s objectives.
Previously, Florian Ciolacu served as Commercial Vice President at SIVECO Romania. Earlier in his career, he worked as a diplomat within the Romanian Ministry of Foreign Affairs, focusing on relations with the United Nations and multilateral diplomacy.
